These devices must not be freely available as it could result in increased crime. Imagine robbers use this device and you are left with no option to call 100.

Its not any magic but a similar idea of Radio jammers. In my childhood, I use to make circuits that generate Radio waves in the same frequency of any popular channel and try transmitting my voice. This usually reaches the nearby radios in particular distance, however all that you can do is produce only noise transmission as the waves produce interference with the original one. Since it was analog it worked for radios. Here in digital transmission all that we can do with such circuits is produce noise in the waves for or to the mobile phones and make them impossible to establish a lossless connection with the base station. Since the transmission is in FDMA even a small interference might cut the connection with the base station. And so is the result.

Hey nice explanation … yeah we used to use the wakie talkie stuff to transmit on some radio frequency ..however the range was just 20 to 50 meters.
As thought .. these stuffs are banned and illegal in many countries ..and I feel they are right in doing so …

Yes, ofcourse its true and right that it banned. But the problem is using for illegal purpose is always going to happen whether it is legal or not. May be making it legal would stop people from playing with it.
